Conductor Whiskers is one of the “Rare Cats” in Neko Atsume.  The way to attract one of the special cats to your yard/home is to place items that a specific cat likes.  With some luck, that cat will (eventually) come visit.

Conductor Whiskers likes two different items.  He will appear and use the Twisty Rail and the Cardboard Choo-Choo.  Conductor Whiskers is a cat that is attracted to trains.  Many of the other Neko Atsume cats will also use those two items.

The Twisty Rail item is described as: “The green ball appears and disappears from your cat’s view. They just can’t resist hitting it one more time.”  If you place the Twisty Rail in your game, and a cat plays with it, you can watch them bat at the ball inside this toy.  (In other words, this item includes some animation).  You can buy the Twisty Rail from the in-game store for 20 gold fish.

Conductor Whiskers is wearing a conductor's hat and blowing a whistle. The cat is lying on the floor in front of an s-shaped cat toy that has a ball in it. The toy is large and looks like a track.

Conductor Whiskers wears a hat that resembles one that a train conductor might wear.  He also has a whistle. All of the other Neko Atsume cats that play with the Twisty Rail actually bat at the ball inside it.  Conductor Whiskers seems to prefer to monitor the rail instead.
